- In the last few years, and moreso today, the country is experiencing a nationwide movement called "bail reform"; and is fueled primarily by "jail overcrowding"; which bail reformers are blaming on the commercial bail system in that arrestees cannot afford the cost of the bail premium, i.e a "debtor's prison" which is discriminating against the poor. Bail reformers favor a "Catch & Release" system which replaces the need for bail. Law breakers are simply allowed to remain free without any supervision or accountability. The results are shocking with dramatic increases in serious crime rates and a lack of public safety for the general public.
